I have heard that google will punish webmasters if they use services like text link ads. They will lower you PR, have you heard anything like that?

Google will not have any problem with text link ads selling if you use nofollow tag for sold links

You can try submitting your PR 3 blog there. If you are lucky, your blog may get approved there.
A blog with high PR and Good Alexa Rankings will have higher chances of getting accepted on Text Link ads
