Look like there is some problem occurring with Paypal in India as people in India are not able to send and receive payments using personal method via Paypal. I himself get some e-mail notifications from Paypal about the latest transactions into my paypal account where the amount is reversed back to the original sender. Here is one of e-mail notifications that I receive recently from Paypal
